छत्तीसगढ़ में कथित शराब घोटाले के सिलसिले में 21 स्थानों पर छापेमारी

छत्तीसगढ़ में आर्थिक अपराध अन्वेषण शाखा (ईओडब्ल्यू) और भ्रष्टाचार निरोधक ब्यूरो (एसीबी) ने राज्य में पिछली कांग्रेस सरकार के दौरान सामने आए कथित शराब घोटाले के मामले में बृहस्पतिवार को 21 परिसरों पर छापेमारी की। अधिकारियों ने यह जानकारी दी। अधिकारियों ने बताया कि आबकारी मामले में ब्यूरो ने रायपुर जिले में नौ, दुर्ग में सात, बिलासपुर में चार और राजनांदगांव में एक स्थान पर छापा मारा। उन्होंने बताया कि छापे के दौरान ब्यूरो ने 19 लाख रुपए नकद, लैपटॉप, पेन ड्राइव, बैंक स्टेटमेंट, इलेक्ट्रॉनिक उपकरण, चल और अचल संपत्ति से संबंधित दस्तावेज, करोड़ों रुपये के गहने और करोड़ों रुपए के निवेश दस्तावेज जब्त किए हैं। अधिकारियों ने उन व्यक्तियों के नाम नहीं बताया, जिनके परिसरों पर छापा मारा गया हालांकि सूत्रों के मुताबिक विभाग ने शराब कारोबार करने वाले लोगों और व्यवसायियों के परिसरों पर छापेमारी की है।

अधिकारियों ने बताया कि प्रवर्तन निदेशालय (ईडी) की एक रिपोर्ट के आधार पर इस वर्ष की शुरुआत में विभाग ने कथित शराब घोटाले के मामले में प्राथमिकी दर्ज की थी। उन्होंने बताया कि इस घोटाले में कांग्रेस के कई नेताओं और कंपनियों सहित 70 लोगों का नाम शामिल किया गया है और मामले की जांच की जा रही है। उन्होंने बताया कि भ्रष्टाचार निवारण अधिनियम और भारतीय दंड संहिता की विभिन्न धाराओं के तहत मुकदमा दर्ज किया गया है। अधिकारियों के मुताबिक, ईडी ने अपनी रिपोर्ट में दावा किया था कि कुछ वरिष्ठ अधिकारियों ने निजी और प्रभावशाली व्यक्तियों के साथ मिलकर राज्य सरकार को नुकसान पहुंचाने और शराब के कारोबार में खुद को अनुचित लाभ पहुंचाने के लिए आपराधिक कृत्य किया है। ईडी ने रिपोर्ट में बताया कि जांच के दौरान सामने आया कि छत्तीसगढ़ राज्य में एक आपराधिक सिंडिकेट काम कर रहा था, जो शराब की बिक्री में अवैध कमीशन वसूल रहा था और सरकारी शराब की दुकानों के माध्यम से बेहिसाब शराब की अनधिकृत बिक्री में भी शामिल था। ईडी को अनुमान है कि संदिग्धों द्वारा लगभग 2161 करोड़ रुपये की आय अर्जित की गई।

ईडी ने पिछले साल जुलाई में रायपुर की एक धन शोधन निवारण अधिनियम (पीएमएलए) अदालत में कथित शराब घोटाले के मामले में शिकायत (चार्जशीट) दाखिल की थी, जिसमें उसने दावा किया था कि कथित ‘शराब घोटाला’ में 2161 करोड़ रुपये का भ्रष्टाचार हुआ है। ईडी के मुताबिक, आबकारी विभाग की मुख्य जिम्मेदारी शराब की आपूर्ति को नियमित करना, जहरीली शराब की त्रासदियों को रोकने के लिए उपयोगकर्ताओं को गुणवत्तापूर्ण शराब सुनिश्चित करना और राज्य के लिए राजस्व अर्जित करना है लेकिन आपराधिक सिंडिकेट ने इन उद्देश्यों को पलट कर रख दिया है। ईडी ने बताया कि इस सिंडिकेट में राज्य के वरिष्ठ नौकरशाह, राजनेता, उनके सहयोगी और आबकारी विभाग के अधिकारी शामिल हैं।
